In a context of interrelatedness, growing dependence on digital resources and globalized competition, government institutions have expressed the need to assert their sovereignty in cyberspace. Sovereignty has to be based on a territorial area, so how do we define the digital territory needed for digital sovereignty?

Members of the artificial intelligence and cybersecurity standardization commissions, supported by the Digital Communication & Information strategic committee, have worked on this exploratory concept aiming to set out initial guidance on legal and technical considerations. This document will help you take sovereignty issues into account in the management of digital risks and definition of a cyber defence doctrine.
